Businessman Mark Leen says he will submit his idea to Kerry County Council for an arena and events center in Tralee.
The council has invited expressions of interest from the public for the development of two sites at Fels Point.
Mr Leen says he want to build a 5,000 seater 'Rose Arena' that he plans to be crowd funded by public donations.

He says it would be an ideal venue for the International Rose of Tralee Festival.
He first proposed his plan three years ago which he said received great reaction from people in Tralee:
