Just 82 fines were handed out for dog-fouling last year - with 18 county councils not issuing any fines at all in 2022.
That's according to research complied by the National Council for the Blind, which launches its Clear Our Paths campaign today.
The study shows Kerry County Council had the highest number of fines at 27, with two convictions in the same year.
