Kerry County Council received a total 14 commencement notices in September.
This compares to 42 during the same month last year.
A commencement notice is submitted to a local authority before construction gets underway on a new building or major renovation project.
All 14 in September were for one off homes.
Nationally, there were just over 1,600 commencement notices in September.
So far this year, Kerry County Council has received 182 notices, compared to 1,101 for the entirety of last year.
February was the high point in Kerry to date this year, with 33 commencements.
The high point last year, was April when Kerry County Council received 613 notices.
Commencement notices for just over one 1,600 properties nationally were received in September.
It's a significant reduction compared to the same time last year, when more than 13 thousand commencement notices were issued.
