Killarney Municipal District councillors have sent forward the MD's settlements plan for approval.
These plans detail an area's planning policies and goals, including land use zones.
The settlements plan will replace the Killarney Town Development Plan in the County Development Plan.
Councillors at Monday's full council meeting will vote on accepting the MD's proposal.
Killarney Municipal District received 88 public submissions during the consultation period.
It also received 13 statutory submissions from prescribed authorities including the Office of the Planning Regulator (OPR), the Environmental Protection Agency (EPA) and the Office of Public Works (OPW).
Killarney MD councillors spend several hours on Wednesday assessing these submissions, and deciding whether to incorporate their suggestions into the new plan.
For the most part, councillors accepted the recommendations made by the council's planning department.
One of the instances where the councillors disagreed with the executive concerned the rezoning of a 14.9ha site at Cleeny, Killarney.
The submission argued that the land should be rezoned from residential to agricultural use, as it is an active farm, among other grounds.
Council officials disagreed with the submission, arguing that zoning the land for residential use keeps open the the potential for approximately 675 residential units within Killarney and helps the town achieve its housing targets.
Nevertheless, the councillors decided not to heed the executive's recommendation and rezoned it as agricultural land.
