A Kerry TD is calling for the construction of a building in Tralee town centre that can be used for the public sector.
Currently the HSE and the Courts Service are leasing buildings in the town centre.
Deputy Pa Daly says it could be located on the Island of Geese where there is already part approval for a public building.
The Sinn Féin TD says it makes sense for Kerry County Council to purchase a building that can be used by the HSE, the Courts Service and other public sector bodies.
HSE chief executive Bernard Gloster says that new laws are needed to hold public servants to account.
He feels it should be easier to dismiss staff within the health service if there are issues with their work.
However, Deputy Daly says that there are laws to protect staff.
He suggests more focus on the probationary period is needed to ensure employees are working to standard:
