The Minister for Children, Disability and Equality agrees that a new model of inquiry is needed for serious allegations.

Minister Norma Foley made the comment following Taoiseach Micheál Martin's statement questioning whether Commissions of Investigation are an effective means of establishing fact.

The report into the alleged abuse of the foster child known as 'Grace', while in state-funded care, took eight years to complete and cost €13 million.

Minister Foley says that conditions have improved for children and vulnerable adults in the foster care system.

However, the Kerry Fianna Fáil TD says she understands why people feel disheartened:
