The Enterprise Minister says he can't provide assurances to workers at the Aughinish Alumina plant.
His Department is currently investigating whether material exported from the facility is ending up in Russian military equipment.
The factory is a significant employer in North Kerry and West Limerick, located off the N69 close to Askeaton, with close to 500 people employed there.
Earlier this week the European Parliament, in a non-binding vote, called for a ban on the export of Alumina to Russia.
