The government should have been more proactive in its preparation to reopen society.

That's the view of Katie Farrell, of Dooley's Seafood and Steak House Waterfront Bar and Restaurant in Waterville.

She says other countries of a similar size to Ireland, such as Denmark, are more open because their governments have had their digital COVID passport system in place since April.

Katie Farrell believes the Irish government should have seen this coming, and should have been as proactive as their European counterparts.
