People Before Profit TD Paul Murphy took a video showing the Tipperary independent deputy making the sign at him.
Danny Healy-Rae, who's one of the independent deputies at the heart of the speaking rights row, says there were two TDs involved in the exchange.
He believes Michael Lowry was reacting to something Deputy Murphy said:
