Kerry County Council built just 25 of 289 new social housing in the county last year.
That's according to the senior lecturer in housing at Technological University Dublin (TUD), Dr Lorcan Sirr.
He says that, despite building less than nine per cent (8.7%/25 homes) of the council's annual social housing target, it exceeded its overall social housing goal by relying on Approved Housing Bodies (AHBs).
AHBs, also known as housing associations, provided 169 social homes by buying them rather than building them.
Dr Sirr believes that local authorities should build social housing themselves in order to retain long-term use of the stock:
