A Kerry councillor says the government needs to help people financially with the cost of getting a driving licence.
Fianna Fáil’s Tommy Cahill was reacting to changes to legislation around provisional driver rules.
The new regulations will require learner drivers to sit their driving tests within the first four years.
Meanwhile, drivers who have held a learner permit for seven years will have to start from scratch if they don't pass the test by November next year.
Cllr Tommy Cahill says it’s vital that drivers complete the learning process, however, the costs associated are very high.
He believes an initiative to assist learner drivers with the costs should be introduced.
