New figures reveal that Kerry has among the lowest rates of fines issued for road traffic offences.
According to the Irish Independent, last year 2.7% of motorists in the county were detected speeding by Gardaí while nationally this figure was 5%.
The rate was 11.6% for motorists in the Kilkenny/Waterford Garda division.
The figures also show a nationwide increase of 10% in unaccompanied learner drivers being caught on the road.
Last year almost 12,000 L-drivers were caught.
Detection rates were up in almost every Garda division except Kerry, Limerick, Waterford/Kilkenny and Cork City.
