The HSE has apologised for a review into the care received by 300 children in mental health services in North Kerry still not being complete.
The Halpin Report began two years ago, but there is still no known completion or publication date.
Kerry County Councillors have called the delays unacceptable.
The HSE outlined the review's findings and apologised to the affected young people and their families at individual open disclosure meetings.
Once the draft report is received by the HSE, additional work will be needed before it can be completed and published.
