The Garda Representative Association's national conference comes to a close in Killarney today.
The GRA says the force doesn't have five years to wait for action on a Government plan.
Various motions will be debated on day two of the conference at the INEC , while issues around pay for trainee officers and the Garda pension are to be discussed.
Before the budget, the then Justice Minister Helen McEntee, committed to a plan to bring those in Templemore onto the pay scale, in line with other jurisdictions.
But GRA President, Mark O'Meara says that is too long, when the force is struggling with retention.
