The founder of an animal rescue in Kerry says animal cruelty prosecutions are being hampered as witnesses are reluctant to testify.
Maurice Enright is founder and chairperson of Sera Husky and Animal Rescue.
He says many people who've witnessed animal cruelty or neglect are reluctant to give a statement to Gardaí as they don't want to fall out with neighbours.
