Kerry County Council says delays to traffic on the Tralee bypass were "regrettable but … unavoidable".
Works are being carried out by a contractor on behalf of Transport Infrastructure Ireland (TII) near Ballygarry.
In a statement, Kerry County Council says it raised the poor condition of several roundabouts on the Tralee Bypass with the TII, which is responsible for the country's national roads.
The council says it welcomes the TII's upgrading work.
It claims works have mostly been carried out overnight to minimise disruption, but that a delay on Tuesday night contributed to traffic delays on Wednesday morning.
The council expects the contractor will be off-site after tonight (Thursday night).
