Aughinish Alumina will be expected to provide the government with regular evidence its products are not supplying the Russian military.
Under a new oversight arrangement, documentary evidence gathered by Swiss auditing company SGS will examine the plant's supply chains in Russia.
The action plan is laid out in a confidential report, seen by the Irish Times, which was completed last week.
However, Irish officials have reportedly not ruled out taking enforcement action if evidence is found of the alumina being used in weapons.
The factory, which processes bauxite, is a significant employer in North Kerry and West Limerick.
