There are 66 people with intellectual disabilities from Kerry and Cork living in residential placements outside of the two counties.
Social Democrats TD, Liam Quaid says there are "many issues" with the data provided to him by the HSE, in response to a parliamentary question.
He had requested to know the number of people living more than 100km from their community of origin.
The HSE reported that this figure - 66 people - does not include service users from Kerry who may reside in Cork, or vice versa, who may be more than 100km from their home.
He was told that the HSE's records only show clients in residential settings outside the HSE South West region.
The executive says every service user has the right to decline any proposed placement.
Of the 66 clients, 14 have been outside Kerry and Cork for more than five years, 17 for three to-five years, 26 for one-three years, and nine for six-to-twelve months.
