The IRFU is to consult with clubs regarding tackling behaviour, with a view to reducing head-on-head collisions.
Among the potential measures being explored are a lowering of the legal tackling height, and a ban on dipping late into a tackle.
They hope to implement safer tackling behaviours by August.
