An independent review into the behaviour of some English fans at the Euro 2020 final has said there was a "collective failure" which allowed around two thousand supporters to get into Wembley illegally.
"Ticketless, drunken and drugged-up thugs" could have caused death, according to the report by Baroness Louise Casey.
