Clare, Limerick, Tipperary and Waterford will be "evaluating potential next steps" in response to the Munster Council's decision to seed their provincial football championship.
A statement from the Gaelic Players Association has revealed that representatives from the four panels met last week and expressed their disappointment and concern over the decision.
The top two teams from the province in the previous year's Allianz Football League will be seeded, with Kerry and Cork to be on opposite sides of the semi-final draw for the 2026 Munster Championship.
