That’s the question being posed by a candidate in the Irish Farmers’ Association (IFA) presidential election, Martin Stapleton. Mr Stapleton has said the Minister for Agriculture Charlie McConalogue should not attend the National Ploughing Championships unless he brings his chequebook to pay delayed payments to farmers. Payments related to Areas of National Constraints (ANC) and the Basic Income Support for Sustainability (BISS) payments are being paid later than usual.
