Claire Healy and her husband Finbar have saved a 20% deposit to buy a home in Kerry . Despite this, they could not get a mortgage from a bank. They turned to the Local Authority Home Loan Scheme which is intended to provide mortgages to those who are finding it difficult to get finance from banks. However, Kerry County Council has turned down the family’s application. This is because Claire receives a carer’s allowance which has put their income €4,000 above the €75,000 joint income ceiling.
