The former planning minister rejected Kerry councillors' proposal to limit planning submissions to those living within 10km of a proposed development.
Councillors in the Killarney Municipal District wrote to the then-Minister for Housing, Planning and Local Government Eoghan Murphy about a proposal to change legislation on planning.
The councillors wanted to limit who could make a submission on planning applications.
The councillors of the Killarney MD wrote to then-Minister Eoghan Murphy, asking him to consider their proposal to restrict the right to make a submission on a planning application to those living within 10km of the location of the proposed development.
The department says there is a consideration that the planning system is designed to inform the public of the nature and extent of a proposed development.
It adds the 'public' is not limited to immediate neighbours of a proposed development, but also includes concerned groups or individuals.
The department says while the views of elected members of the Killarney MD are welcome and have been considered, the minister is not in favour of amending planning legislation to limit the rights of third parties.
