A Castleisland man says there is no organising committee behind the annual horse fair in the town.
Charlie Farrelly has been written to by IPB who provide insurance for Kerry County Council in relation to an outstanding claim made by a member of the public.
The claimant alleges they were injured when struck by a horse at the fair last November.
In the letter IPB claims that Mr Farrelly and a committee organise the fair and should cover the legal costs for defending the case.
Kerry County Council says it does not comment publicly in relation to any discussions it has with its insurers.
