There are calls for toilet facilities to be installed at Rath Graveyard in Tralee.
Cllr Norma Foley says hundreds of people visit the cemetery daily and that funding should be considered under the age friendly initiative scheme.
But Kerry County Council says this isn’t possible because of budgetary constraints and insufficient visitor numbers.
The council says there’s also a risk of anti-social behaviour with an unmanned facility.
Cllr Foley has asked if a council staff member could lock up the facility at night.
Kerry County Council says it would keep an open mind on the matter.
