Tom Lynch in disagreement with County Manager on occupancy issue

The occupancy clause will impose a stricter residency period according to The County Manager Martin Riordan. He says in order for the revised planning structure to work compromises will have to be made by applicants. Greater emphasis is to be put on pre planning by The Council along with a revised rural settlement policy. Meanwhile, Martin Riordan says The Plannin Chairman of the Kerry branch of the Irish Rural Dwellers Association Tom Lynch says he believes the changes being implemented by The Manager will not have a positive effect long term. He says he believes there needs to be change of policy at national level in order for any local improvement in the planning process.g Department will be become more vigorous on the occupancy clause.
