Irish farmers will soon be able to complete CAP applications without fear of unintentionally incurring harsh penalties due to administrative mistakes.
That’s according to Ireland South MEP Seán Kelly who has welcomed new additional CAP simplification measures.
MEP Kelly has asked the European Commission to consider retroactive compensatory action for farmers who have already lost income having incurred fines due to previous incorrect completion of forms.
In addition to a preliminary check of aid applications – a simplified system of penalties which can currently add up to more than twice the value of over-declaration – is to be introduced.
A ‘yellow card’ system for first offenders will be brought in to further reduce the penalty for simple mistakes.
