A Kerry Fianna Fail TD says nobody will pay for water ever again unless by agreement of the Dail.
Deputy John Brassil says Alan Kelly and his predecessor Phil Hogan made a mess of setting up the Irish Water utility and it needs to be completely changed.
He says agreement that the charges will be suspended has been reached but outstanding unpaid charges will have to be dealt with.
