Jim Breen of the Cycle Against Suicide says proper regulation of the charity sector could have prevented Paul Kelly’s alleged misappropriation of funds.

However, the HSE and the National Office of Suicide Prevention, both of whom are responsible for monitoring state funding to charities, appear to have missed the fraudulent practises of Console’s founder.

 

Mr Breen adds, considering the financial regulations his charity is subjected to, it does not make sense Console’s Paul Kelly was able to misuse funds.
