Kerry County Council is urging anyone who witnesses illegal dumping to call their confidential hotline and report it.
Next June legislation will come into force which will allow the local authority to ask householders how they dispose of their rubbish.
However, the council says it is too early to say what sanctions can be imposed.
Kerry County Council already asks its 5,000 tenants about what arrangements they have in place for dealing with their waste.
