The Chief Executive of Kerry County Council is adamant that a compulsory purchase order for the South Kerry Greenway project will be lodged with An Bord Pleanala in January.
Moira Murrell was speaking at the meeting on the Kerry County Council for Budget 2017.
Ms Murrell said planning for the greenway, which will run from Glenbeigh to Renard, will need to come first and funding will follow.
The proposed greenway has caused concern for some affected landowners.
Ms Murrell said the council has submitted for three greenways in the county including one in north Kerry which is envisaged would stretch from the border, through Listowel and onto Tralee.
