Novas Initiatives operates a homeless shelter in Tralee and also provides other housing supports.
Spokesperson Úna Burns says while the agency broadly welcomes the reforms; it would have liked to have seen rent supplement given to those on low income linked to inflation.
She says the Government needs to take a more active role in providing social housing so as to reduce dependence on the private sector.
Ms Burns also welcomes Kerry County Council’s plan to carry out a major survey of its stock of more than four thousand properties.
