A teacher union rep from Kerry says an offer to restore pay grades for newly qualified teachers will only institutionalise a two tier pay system in the sector.
ASTI members will not benefit from the offer as they rejected the Lansdowne Road Agreement.
The union is balloting members for industrial action in October on the grounds of equal pay.
The union is due to meet the Department of Education to discuss the matter this Wednesday.
