Up until now, people had to satisfy certain criteria to purchase new houses in rural areas near big towns, including that they were from the area.
Twenty-six councillors voted in favour of the variation to the County Development Plan. Seven members were absent for the vote.
Of almost 20,000 vacant houses in Kerry, an estimated five to six thousand are near a major town.
Fine Gael councillor and auctioneer Jim Finucane said the removal of this requirement would make it easier for people who had got into difficulty to sell their unfinished or vacant properties.
