The Minister for Agriculture says she is not in favour of paying landowners to allow walkers on their land. Minister Mary Coughlin says the issue of compensation raises a number of questions about insurance. Speaking on this mornings Kerry Today she said while something may be worked out at a local level a national scheme of payments to farmers for access is not likely.
