Deputy Michael Healy-Rae says he is happy not to have been made a Minister as he was not looking for it. The Kerry Independent TD says early in the negotiations to form a Government Enda Kenny offered him the position of Rural Affairs Minister. However, Deputy Healy-Rae says at that time there was no programme for Government and Mr Kenny could not make such an appointment. He says he is happy to return to the opposition benches and not be shackled in Government.
